*NOTE: It is COMPULSORY for trainees to wear safety boots during the practical assessment.
COURSE OVERVIEW
The purpose of this MOM Work-At-Height (WAH) course for managers is to provide course participants with the mandatory WAH knowledge and management tools / processes to supervise and manage work at height activities, ensuring that they are carried out properly and safely.
COURSE OBJECTIVES
At the end of the course, course participants will be able to:
- Identify, explain and apply the relevant Workplace Safety & Health (WSH) legislations / Approved Code of Practice / Singapore Standards applicable to Work-at-Heights (WAH)
- Identify and explain the various roles of each stakeholder, and their responsibilities in maintaining a safe and healthy workplace for all.
- Establish the necessary fall preventive/protective control measures for the effective implementation of a Permit-to-work (PTW) system.
- Develop and implement a Fall Prevention Plan (FPP) specific to the worksite / workplace.
- Develop a site management system for oversight and monitoring.
WHO SHOULD ATTEND
This course is designed for personnel with supervisory and management responsibilities over WAH supervisors, foremen and those in charge of workers who are require to perform working at height activities and to approve Permit-To-Work system for work at height.
COURSE CONTENT
The course covers the following modules:
- Legal Requirements for WAH (Workplace Safety and Health Act; Draft WSH (WAH) Regulations; WSH (GP), WSH (Con), WSH (SSR),WSH (RM) Regulations; Code of Practice Working Safely at Height)
- Roles and responsibilities of each involving WAH parties i.e. manager / assessor / supervisor / worker / person-at-worker.
- Hazard Identification and Risk Assessment (Principle of Hierarchy of control; Hazard identification of typical unsafe conditions relating to work at height activities; Alternatives to Working at Heights).
- Control measures for fall prevention /protection (Physical barriers / barricades; Types of fall prevention measures for various work processes; Types of fall protection systems and their design requirements; Consideration factors when implementing fall prevention / protection system and solution; Fall arrest distance / clearance; Outlining Safe Work Procedures for WAH activities; Consideration factors in selecting fall protection equipment; Case studies in various industries).
- Permit-To-Work (PTW) for WAH (Defining checklist for a PTW system; Defining responsibilities of PTW stakeholders; Monitoring of PTW applications / Progress of work).
- Site management & Oversight (Site Coordination / Safety meetings; Identifying incompatible works or simultaneous operation; Outline WAH Training requirements for employees and sub-contractors; Monitoring of PTW system).
DURATION
Theory 6 hours and Written Assessment 2 hours
ENTRY REQUIREMENT
Participants must hold a Work-At-Height for Supervisors certificate. Language proficiency, recommend WPLN Level 6 and above or equivalent for English language.
HOW IS IT ASSESSED?
The course is assessed by a 2-hour written test comprising 10 short answer questions and 1 essay question. Theory Examination passing mark is 75%and any participant who fails to meet the minimum pass mark requirement shall be required to re-attend the entire course
Participants with 100% attendance and successfully completed / passed the written assessment, shall be issued with a Certificate of Attainment ~ Accredited by Ministry of Manpower Singapore
