About this Course

On Completion of this course the participants of this course will gain the knowledge and skills for fulfilling the role of a coordinator and supervisor in accordance with the WDA- WSH level B Competency- based training programme.

This course provides learners with the skills and knowledge Coordinate and monitor the implementation of WSH management systems and programs for recognition, assessment, control and management of WSH risks.

This Course is designed for persons typically at supervisory level with assigned coordination role in WSH responsibilities. It would be suitable for person with some WSH knowledge and skills. The course is also relevant for small businesses operations and self-employed people. For those who intent to attain the Advanced Certificate in WSH.

Course Content

Upon completion of the modules a competent individual must be able to successfully perform the following:

Compulsory Core Units

  1. Measure, Monitor and Report WSH Performance (WP–CA–302C-2)

    • Plan and conduct WSH inspection to determine conformity with acceptable WSH conditions and behaviours in accordance with organisational procedures
    • Report findings on non-conformance WSH conditions and behaviours to relevant stakeholders in accordance with organisational procedures
    • Recommend corrective and preventive actions to address the findings in accordance with organisational procedures
    • Monitor closure of the corrective and preventive actions with reference to identified WSH performance indicators
    • Compile a report on company’s WSH performance in accordance with organisational procedures
  2. Coordinate Implementation of Emergency Preparedness and Response Plans (WP–IC–302C-2)

    • Identify the emergency situations in accordance with organisational procedures
    • Coordinate the implementation of WSH Emergency Preparedness and Response Plan in accordance with the identified emergency situations
    • Coordinate the conduct of the appropriate emergency response drills in accordance with the emergency preparedness and response plan
    • Coordinate the maintenance of emergency response equipment
    • Organise the review of the emergency preparedness and response plan
  3. Promote WSH Culture Development (WP–IC–303C-2)

    • Identify the characteristics of a positive WSH Culture in an organisation
    • Explain the benefits of promoting a positive WSH Culture in an organization to relevant stakeholders
    • Recognise the potential barriers to WSH Culture development in an Organization
    • Take steps to promote WSH Culture to relevant stakeholders in an Organization
    • Observe and record changes of the WSH Culture development in an organization
  4. Investigate and Report WSH Incidents (WP–CA–301C-2)

    • Respond promptly and report the incident in accordance with WSH legal requirements.

    • Conduct WSH incident investigation together with WSH incident investigation team in accordance with organisation procedures

    • Identify causes of incident and contribute suggestions on corrective and preventive measures to address the possible root causes of incident

    • Generate an incident report through iReport to relevant authorities

    • Monitor and report progress of corrective and preventive actions in accordance with organisational procedures

  5. Coordinate WSH Management System with Legal Compliance (WP–IC–304C-1)

    • Coordinate the implementation of WSH management programmes with the necessary resources in compliance with the relevant WSH management system elements
    • Coordinate WSH trainings for relevant stakeholders to meet legal and other organisational WSH requirements
    • Coordinate and document a management review on WSH management system
    • Maintain and update records of WSH legal documents in accordance with legal and other requirements
    • Communicate legal compliance requirements to relevant stakeholders and government agencies
    • Coordinate governmental agency visits or inspections and compliance audits at the workplace in accordance with organisational procedures to maintain WSH legal compliance
  6. Administer WSH Policy (WP–PR–301C-2)

    • Identify and collect relevant organisational information to formulate a WSH policy in accordance with WSH management system standards
    • Facilitate the implementation of WSH policy in accordance with the organisational procedures and relevant legal requirements
    • Coordinate the management review of WSH policy
    • Monitor the progress of WSH management programmes in meeting the determined WSH objectives
    • Track closure of recommended actions arising from management review for continual improvement
  7. Identify WSH Hazards and Implement Control Measures (WP–PR–308C-1)

    • Identify WSH hazards including unsafe work conditions and practices at the workplace
    • Evaluate the risk level of the hazards identified
    • Recommend and implement WSH control measures in accordance to the organizational Risk Management Plan
    • Monitor and review the effectiveness of the implemented control Measures
    • Identify gaps in the existing control measures and report to management for appropriate corrective actions and preventive actions
  8. Facilitate Effective Communication and Engagement at the Workplace (ES-IP-301G-1)

    • Communicate organisational communication policies and procedures to staff and monitor their compliance
    • Maintain channels of communication to update staff on latest and relevant work-related information according to organisational communication policies and procedures
    • Promote effective communication among staff taking into account diversity Issues
    • Use appropriate communication techniques and tools to suit different communication styles of people in formal and informal settings
    • Assess conflict situation and develop appropriate conflict resolution strategies
    • Resolve conflict using appropriate conflict resolution strategies, approaches and techniques
  1. Solve Problems and Make Decisions at Supervisory Level (ES-ACE-302G-1)

    • Identify symptom(s) that could lead to potential problem(s) at the workplace
    • Apply logical deduction to anticipate and detect problem(s) at the workplace based on symptom(s) and relevant information gathered
    • Analyse relevant information surrounding the perceived problem(s) and identify the exact problem using elimination process, objective reasoning or process questioning
    • Analyse the root cause(s) of the problem(s) at the workplace using appropriate problem-solving tools and techniques
    • Facilitate generation of solutions to solve problem(s) by encouraging creativity among team members
    • Select a solution among the shortlisted ones collectively with team members using appropriate evaluative technique(s) and criteria
    • Develop an implementation plan that addresses the root cause(s) of the problem(s) and consider the impact to self and team
    • Evaluate the effectiveness of the implemented solution and implementation plan by analysing feedback gathered from relevant sources
    • Formulate and execute modifications to restore and/or enhance effectiveness of implemented solution and implementation plan
    • Review the effectiveness of modifications made and analyse learning points and best practices that can be used for future reference
  1. Supervise workplace safety and health in Process Plant (PI-PRO-328E-1)

    • Identify and comply with legislations and regulations relevant to oil / petrochemical industry when carrying out duties and responsibilities of a supervisor
    • Perform the roles and responsibilities of the supervisors to ensure workplace safety and health
    • Conduct job safety analysis for a job or task
    • Identify safety and health hazards associated with the job or task
    • Evaluate level of risks involved in identified hazards
    • Develop ways to eliminate / mitigate hazards identified in accordance with risk management regulations
    • Co-ordinate measures to control risks according to organisation’s procedures
    • Complete a risk assessment form
    • Communicate risks to stakeholders according to organisation’s procedures

Course Duration : 196 hours (Full-Time/Part-Time)

Trainer : Trainee Ratio : 1 : 25

Assessment : Individuals will be assessed through various methodologies such as written questioning, written assignment, case studies, practical and oral questioning etc.

Certification

A Statement of Attainment (SOA) will be awarded upon completion of each unit.

Pre-requisites

ES WSQ WPLN Level 5 or GCE “N” Levels in English (Level -5 ) & Mathematics (Level – 5)

AND

Relevant skills and knowledge equivalent to the Certificate in WSH or preferably 1 years of working experience in WSH

OR

Passed (BCSS/ SSSC/OPISC/BISH/BCSS(Tunnelling)) courses with preferably 1 years of working experience in WSH
